Implement a command for a light-weight 0198 /reconnect

When doing a /reconnect, poezio will close the stream and create a new one. It would be awesome to have a command to close the TCP socket and to open a new one, directly attempting to resume the 0198 session

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
