Option to disable persistent for all JIDs from a particular host

Right now I can turn persistent on globally and then off for a particular user or channel. Would be very nice to have on globally but off for JIDs matching some pattern, this would enable components for example to be listed as "do not default to persistent for any user from there".

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
