Add a config file option to set default persistence for all users

It would be useful to be able to set a default persistence setting in the biboumi.cfg config file. Indeed the ad-hoc interface for most clients varies from unwieldy to absent.

My use case is the following : I'm setting up a service for users who predominantly use a mobile device, have little to no experience with XMPP, to connect to an IRC channel with activity all around the clock. The best mobile client (Conversations) doesn't support XEP-0050 at all. Having to spend time fiddling with desktop clients in order to get persistence set up is a sure way to drive most of them off.
